Given that this Ice Cream flavor appears to be a joke and that the title of the article cited is "JD Vance quips that Donald Trump will 'stop' rumored Skyline Chili ice cream flavor," I think it is a fair assessment to say this comment was made as a joke and not a reference to any future policy that a potential Trump Vance administration would undertake.

I believe the link you have attached is the wrong one as there is no mention of JD Vance or chili flavored ice cream. This story from USA Today(https://www.usatoday.com/story/news/nation/2024/10/16/jd-vance-skyline-chili-ice-cream/75709875007/) does refer to your comment; however, it seems that any evidence of a collaboration being followed through is uncertain as the hyperlinked sources on the articl  to the Kroger's website where it was reportedly being sold are dead ends.
