According to the NASA and White House sources (both primary sources and announcements from government programs), NASA will be attempting to put not necessarily physical, ticking clocks as we see in our houses, but to create a standard time for the moon-- what the White House is calling celestial time standardization. They hope to create a "long-term presence" on the moon. NASA and the European Space Association are also developing an inter-planet internet called LunaNet.
