This claim is false!  According to CBS,

"Social media users are claiming Kamala Harris voters from New York City are being bused to vote in Pennsylvania."

CBS is claiming that this is false! Even though there were many pictures of Harris campaigners next to busses on the way to Penn, this was later reported to be canvassing for their incumbent.

"The idea that campaign volunteers from New York knocking on doors in Pennsylvania are actually part of a secret conspiracy of fake voters is so absurd it doesn't really warrant a response," Levine said in a statement to CBS News."

CBS News has fact-checked a claim suggesting that Kamala Harris supporters from New York City were being bused into Pennsylvania to vote, calling it false. According to CBS, images of Harris campaigners next to buses were taken out of context, as these volunteers were simply canvassing for voter support, not participating in any voting irregularities. A representative clarified that such canvassing efforts are routine and should not be mistaken for any kind of organized "fake voter" conspiracy. There are, however, many sources that can be easily found online regarding the issue, including an official page dedicated to the initiative:
