I would argue the phrasing "groups in Oregon" is perhaps slightly misleading — as the Portland Police Bureau is not offering a cash reward. The only group offering monetary compensation is Crime Stoppers of Oregon, who is offering $2,500 to tips leading to an arrest. Although Crime Stoppers is "in conjunction" working with Portland Fire Investigations Unit. CNN's coverage appears to be accurate.
