Studies show that this is a fact. Nicotine changes brain chemicals and hormones, which can reduce appetite and increase feelings of fullness.

I believe this claim to be correct due to the overwhelming amount of studies that are listed in the article you linked, as well as this article I found while looking for more information.

Through a couple of different trials run in the article above it is even also said that, "...daily combustible cigarette smokers were more likely to report also currently using e-cigarettes if they had a stronger tendency toward using combustible cigarettes to suppress their appetite and/or prevent overeating," which points to nicotine being a large factor in why the people in this study smoked e-cigarettes as well (for weight loss/appetite suppression).
