According to PolitiFact, the COVID-19 pandemic was not planned. There was a 2019 simulation of a virus outbreak, which was part of a preparedness exercise and was not a prediction of future outbreaks. Many misinformation spreaders falsely use the simulation as a basis to prove that the pandemic was planned.
