I believe that while tattoos act as a form of visual artwork and expression, I strongly believe that YES, they absolutely act further then just that, allowing them to act as psychiatric benefits. The National Library of Medicine publishes that tattoos act "as a window to the psyche", and allow for multiple case studies to share the benefits of clarity that tattoos can bring to individuals who experience PTSD. While enhancing potential confidence, it also allows for "a strong release of emotions and feelings that one may be struggling to express", according to Book Inc. With that, the following prompt is valid and conclusive to noticing the positive mental effects tattoos bring to individuals.

This is true! The article  “Ink positive: how tattoos can heal the mind as well as adorn the body” has very reliable sources that is uses including Prof Viren Swami and Dr Joseph Pierre who are credited in the topic. Also when delving further into the claim I found an article from National Library of Medicine with claims that support the argument that tattoos are meaningful coping mechanisms for people with ptsd, shown through a case study. This is a government website so this helps support the original claim that tattoos can heal the mind.
