The Trump administration informed Congress in a confidential notice this week that President Donald Trump has "determined" that the United States is in an “armed conflict” with drug cartels and that members of the organizations can be targeted as unlawful combatants.

Adding on to this claim with another piece of evidence I found on the BBC. An article posted four days ago on the BBC News provided a major update. United States forces killed four people who were on a boat off the coast of Venezuela, who were allegedly trafficking drugs. The article added that some international lawyers have described these attacks as a violation of international law. However, the United States hasn't provided information regarding the identities of the people who were on board and killed. The article also said, "The US government had now decided it was in a "non-international armed conflict" with drug cartels". The Venezuelan president has previously commented that his country will defend itself in the face of US aggression. Overall seems like an accurate claim across two news sources, which makes the claim stronger.
