This claim is true. According to the Human Rights Watch World Report, due to  multitude of reasons, from racial injustice, to our legal system, the US has been added to the watchlist. I did some additional research to determine whether or not this organization was biased, as their reports seem pretty one-sided. According to AllSides, they are in the center, meaning they report news with no bias towards any political party.
